In this latest OIES podcast, brought to you by the Gas Programme, James Henderson talks to Kong Chyong about his latest paper on the EU’s decarbonisation plans and the implications for natural gas. Kong talks through five scenarios which he has modelled in detail and which focus on targets for future emissions, the implied carbon prices and the impact on gas demand in the region. The scenarios range from an aggressive “Accelerated Path to Net Zero”, mirroring the EU’s current plan to reduce emissions by 90% by 2040 before reaching net zero in 2050, to a much more conservative “Low Carbon Price” scenario. Kong highlights that the more rapid decarbonisation scenarios have a dramatic impact on gas consumption but also imply a very high carbon cost. He outlines his policy recommendations which largely involve finding a balance between achieving climate goals and avoiding the imposition of an excessive cost on the European economy.…

In the first part of the podcast Michal outlines her thoughts on why China now sits at the heart of the global energy transition and how countries in the West could, and perhaps should, address the questions of China’s dominance in certain green technologies and the minerals required in their implementation. In this podcast Anders Hove talks to Tom Moerenhout and Victoria Barreto Vieira do Prado about how Latin American countries are navigating the geopolitics of clean energy supply chains. Moerenhout and Vieira do Prado, scholars at Columbia University’s Center on Global Energy Policy (CGEP), discuss the challenges Latin American countries face in moving upstream from minerals extraction to higher-value parts of the supply chain. While most countries with critical minerals are seeking to localize processing or battery materials production, this is likely to prove difficult in practice. In particular, minerals processing and cathode or anode production are highly specialized fields, and depend heavily on access to key technologies and skills. However, there are reasons for optimism. The authors note that Latin American countries offer several advantages for Chinese, European and other clean energy players, in terms of stability and ESG (environmental, social and governance) standards, that could give them a leg up in attracting clean energy manufacturing. After a brief discussion the price rally in 2024 and the implications of the forward curve, the conversation then moves to the question of demand in Europe. In the power sector, gas is taking on a new and more volatile role as the back-up for renewable energy, responding to changes in wind and solar availability. The weather is also playing a role in the residential sector, where a colder winter is expected to push up gas demand compared to last year. Finally, a rebound is now being seen in the industrial sector as economic activity picks up. On the supply side, the discussion focuses on the lack of flexibility offered by pipeline supplies and the likelihood that exports from Russia will fall again in 2025 as the transit through Ukraine ends. This leaves Europe much more reliant on the global LNG market where supply growth has been limited over the past year and where some projects expected in 2025 have been delayed. As a result, the market is likely to remain tight, with a key focus being on the level of European stocks at the end of winter.…

In this latest OIES podcast from the Gas Programme, James Henderson talks to Mostefa Ouki about his latest paper on “Market and EU green regulation challenges for MENA’s gas exporters to Europe.” The podcast looks at the key challenges faced by MENA gas exporters as demand for gas in Europe goes into decline in response to the energy transition and the desire to improve energy security in the aftermath of the Russian invasion of Ukraine. Initially MENA exporters have benefitted from the EU’s search for alternative sources of gas supply, but over the medium to longer term the EU’s plan to decrease gas demand and to tighten rule on environmental standards will undoubtedly affect the MENA countries. In particular, MENA countries will need to find an adequate response to new methane regulations and in general will be forced to focus more on their GHG footprint in order to ensure that their hydrocarbon exports are competitive in the EU market. Furthermore, they will also need to balance the future of natural gas exports with the potential to send hydrogen to the European market, although this option is very much for the long-term as little progress has been made to date.…

Contracts for Difference (CfDs) have emerged as a key policy instrument to incentivize renewable energy investments by mitigating revenue volatility. However, conventional CfDs, while effective in fostering growth in renewable energy sources, can introduce market distortions like the “produce-and-forget” mentality. In this podcast we discuss alternative CfD designs that address these challenges. We also talk about how they introduce basis risk and the implications it has for generators, consumers, government and financial providers. We stress the challenge that policy makers face between market efficiency and risk mitigation, necessitating a balanced approach to the design of CfDs. In this latest OIES podcast James Henderson talks to Katja Yafimava and Agnieszka Ason about the latest EU sanctions package aimed at Russian LNG. After a brief introduction discussing the sanctions that have been imposed on Russian LNG to date, mainly by the US authorities, we look at the 14th EU sanctions package and the measures that it has introduced to curtail Russia’s activities in the LNG sector. We discuss the three key areas impacted by the sanctions, namely a ban on LNG deliveries to specific EU terminals, although not to the EU as a whole, a ban on trans-shipment of Russian LNG for onward transport and a ban on providing good, services or technology to Russian LNG projects. The overall conclusion is that the EU probably went as far as it could without banning the import of Russian LNG to the continent outright, and progress in any legal processes at the small number of terminals where a ban has been imposed will be instructive should the EU decide to broaden the sanctions at a later date. In addition, it will be interesting to see how the commercial terms in trans-shipment and supply contracts are managed in the grace period to early 2025, after which the full ban will be implemented.…

A concern persistent in current electricity market designs has been the sufficiency of hedge markets and the capability to secure long-term contracts to underpin investment in capital-intensive generation plants. In this podcast we discuss the factors leading to these missing markets; such as retailer creditworthiness, market structure and the lack of demand side interest from consumers. We stress the key insight of the paper that contractability will be improved in future low carbon systems compared to today’s thermal dominated power systems. This is due to the fact that thermal portfolios are dominated by volatile fat-tailed commodities with significant tail dependence compared to higher tail-diversity of a renewable portfolio. Last, we discuss the some policy implication of this conclusion.…

They discuss the background to the case, the specific rulings given by the court and the implications the outcome for the future of Russian gas exports to Europe. In particular, they look at the possible rationale for the decision both in terms of the award of €13 billion of damages to Uniper and also the right to terminate its long-term contract with Gazprom. They also ask why the arbitration court did not accept Gazprom’s claim of force majeure, look at whether there is much chance of Uniper collecting the damages awarded to it and consider whether other European customers of Gazprom may now be encouraged to pursue cases against the company. In this latest OIES podcast, which is a combined presentation from the Gas and Energy Transition programmes, James Henderson talks to Katja Yafimava and Jonathan Stern about the implications of the latest EU regulation on decarbonising the region’s gas system which aims to manage the shift towards hydrogen and away from natural gas. They discuss the overall goals of the latest decarbonised gas and hydrogen package and consider what it means for security of gas supply in Europe. They consider the levels of flexibility that it offers, given the uncertainty about future levels of hydrogen demand and the timescale on which they may be achieved, and also look at the questions of financing and co-ordination of the shift from the supply of one gaseous fuel to another. They also ask whether the new legislation really addresses some of the key issues concerning hydrogen in Europe, in particular whether it actually encourages the rapid development of a hydrogen market. They conclude that although the new rules are a good first step in the process, the regulation may well need to be adapted in the light of real-world practicalities.…
